Schooling Is Not Education!
A Report of the Center for Global Development (CGD) Study Group on Measuring Learning Outcomes
Over the last decade, the major focus of the global education community has been on providing educational access to all children, as part of the UN Millennium Development Goals. Looking back at these efforts undertaken in nations worldwide, it is evident that a huge disparity remains in the quality of educational opportunities provided in the name of "equal access." The crisis stretches far beyond such factors as lack of education funding, teacher training, or the socioeconomic status of students—it is a systemic crisis.
The report of the CGD Study Group on Measuring Learning Outcomes highlights the role of assessment regimes in bringing about effectiveness in the sector of education and addressing the needs of marginalized populations.
