Steps To Take in Organizing a Branch on Campus

As a group of students who share similar goals, you are already in a situation that is conducive to Branch formation! The following information will give you some guidelines about starting or revitalizing a Branch at your school. Most of the other information that is included in this Branch Manual will apply to Student Branch organizations.

Adviser

Selecting an Adviser:

Procedures
  1. Check with department chairpersons or the Dean of the College of Education.
  2. Ask a faculty member directly if the above procedure does not produce results.
Qualifications
  1. He/She needs to be a member of ACEI, acquainted with and supportive of the philosophy of ACEI. An Adviser with a working knowledge of ACEI's philosophy will help your Branch's work parallel that of the Association as a whole and give your Branch a perspective of its place in the Association.
  2. The Adviser must have a good rapport with students. The Adviser may be the only ACEI model that many students have and they may judge ACEI by him or her.
  3. S/he needs to be able to give advice and come to the rescue of students when they need help.
  4. Just as important, s/he must know to step back when the students want to take initiative to start new projects.
  5. The Adviser must take the first step in establishing an open relationship with the students, since he/she should have a much broader knowledge of leadership and people than many of the students.
Relationship of Adviser to Student Branch Executive Board
  1. The Executive Board and the Adviser must communicate with each other, use each other, and listen to each other.
  2. The Adviser is the source of continuity for a Student Branch, whose membership turns over constantly.
  3. The Adviser should give the students a perspective of the Association that allows them to see the great potential within ACEI for personal and professional growth.

Regulations

Determine regulations controlling student organizations.

Find out university regulations for establishing a Branch on campus.
  1. Each campus has different rules and regulations by which student organizations are governed. Some universities may require all activities approved by the Dean of Students. Others may require that you re-register your activity each semester. Others may go as far as setting limits on where you can serve refreshments, for example. Your Adviser will be able to help you find out these necessary details.
  2. Check into methods of financing your Branch. Some universities provide student monies and may or may not attach very strong stipulations on its use. Others do not provide monies and so you must determine if money is necessary for the running of your Branch and how much. If money is necessary, you will need to have a fundraising project. Some ideas are included in the fundraising portion of the Branch Manual.
Regulations from ACEI Headquarters
  1. Write a Constitution. There is a copy of the ACEI Constitution and an outline for drafting a Branch Constitution in the Branch Manual. You can basically fill in the blanks to fit your Branch.
  2. Establish a bank account or a university agency fund in the Branch's name. Check local university requirements on how to do this.
  3. Send Constitution, Officers Roster, and Membership applications with payment to ACEI Headquarters:

Branches Outside the USA

Branches wishing to form outside of the USA will have to discuss with members and Headquarters what will be the best procedures for collecting dues, etc. As an international organization we are aware that there are regulatory and cultural differences. We will do our best to accommodate each Branch's situation.

The ACEI Executive Board has set a Standardized Due structure that applies to all ACEI members. All Membership Dues are paid directly to ACEI Headquarters. Most members living outside of the USA find it most convenient to pay their dues using either VISA or MasterCard. Dues may also be paid by personal check. Checks must be drawn on a US or Canadian Bank and be payable in US or Canadian Dollars. International Money Orders payable in US Dollars are also accepted for payment of ACEI Dues. Members outside the USA are required to pay additional postage fees to cover the costs of mailing materials outside the USA.

Branches outside the USA will not apply for the EIN (Employer Identification Number). This number is for USA Internal Revenue Service regulations.

Always ask Headquarters if you are uncertain about organizational issues. We are very eager to unite educators from all over the world.

Branch Officers and Responsibilities

Fliers outlining officer responsibilities are available from Headquarters to assist you in explaining what is expected from members of the Branch Executive Board.

Executive Board
The Board transacts the necessary business of the Branch. The composition of this group will be determined by each Branch. The Board is composed of elected officers, an Immediate Past-President and committee chairpersons.
The following is a list of Board responsibilities: Branch officers should include: President, President-Elect (Vice-President), Secretary-Treasurer, and other such officers as desired by the Branch. Elections, held at a Branch meeting, shall occur in accordance with the articles in the ACEI Constitution. Terms of office shall begin simultaneously with the conclusion of the annual meeting or as soon thereafter as possible.

President
The role of the President is to administer the work of the Branch and to serve as a facilitator for committee work and decisions. A good president facilitates the flow of ideas. It is never appropriate for the President to exercise influence in order to accomplish personal goals.

The suggested duties of the Branch President include the following:
Immediate Past-President
The Immediate Past-President acts as an adviser to the President, serves a term determined by the Branch, and may perform the following duties:
President-Elect/Vice-President
The President-Elect/Vice-President acts as the committee liaison and assistant to the President. This officer serves a term as determined by the Branch and may perform the following duties:
Secretary
The Secretary acts as the primary record keeper for the Branch, serves a term determined by the Branch, and may perform the following duties:
Treasurer
If one officer serves as Secretary-Treasurer, he /she would incorporate responsibilities for both offices.

The Treasurer acts as financial manager for the Branch, serves a term determined by the Branch, and may perform the following duties:
